في 7 أكتوبر 2023 كجزء من عملية طوفان الأقصى في بداية الحرب الفلسطينية الإسرائيلية 2023، اختطفت حماس حوالي 250 شخصًا إلى قطاع غزة،[2][3][4][5][6] ومن بين هؤلاء، اطلق سراح أربعة قبل دخول وقف إطلاق النار حيز التنفيذ في 23 نوفمبر.[7] واعتبارًا من 25 نوفمبر أطلقت حركة حماس سراح 41 رهينة كجزء من اتفاق وقف إطلاق النار.[8] ووقعت عملية التبادل الثالثة للأسرى في 26 نوفمبر. وأطلقت حركة حماس سراح 17 آخرين، ومن المتوقع إطلاق سراح المجموعة الرابعة من الأسرى في 27 تشرين الثاني/نوفمبر.[9]

عرضت حماس إطلاق سراح جميع الرهائن مقابل قيام إسرائيل بإطلاق سراح جميع السجناء الفلسطينيين،[22] وهو موقف أيدته بعض العائلات الإسرائيلية[23] [24]ولكن رفضه الجيش الإسرائيلي باعتباره "إرهابًا نفسيًا".[25] وقد شاركت عدة دول في المفاوضات بين إسرائيل وحركة حماس، وقد أخذت قطر زمام المبادرة.[26]

في 22 نوفمبر 2023، اتفقت إسرائيل وحركة حماس على إطلاق سراح 150 سجين فلسطيني ووقف إطلاق النار لمدة أربعة أيام مقابل إطلاق حماس سراح ما يقرب من 50 من الرهائن.[27][28][29] وفي 26 نوفمبر، كانت حركة حماس قد أطلقت سراح ما مجموعه 58 رهينة منذ دخول وقف إطلاق النار حيز التنفيذ.[30][31]
